Find Steed options

I've a player (halfling dex paladin) who asked me a Worg as his magical steed - on one side it would be on theme with the setting (Frontier-like setting, there are free roaming worg groups and its not rare encounter them) and its a semi-tame race acclimatated to be used as mount by small humanoids,on the other side its classified as "monstruosity" and not "beast" (thecnically the spell dont put "beast" in the requirement but theres the "Your DM might allow other animals to be summoned as steeds." point)

any suggestion about how to rule it? I think it would be acceptable but with a reaction stigmata when entering civilized towns (like guards mistaking him for a goblin scout if they dont see the resto of the group and such)
