Another AMD user problem i guess

Hey guys. Desperatly seeking for some help. So i have that problem ever since, i dont know, 3.0 i guess. before 3.0 launched (Direct x9) i had the problem that my game ran smoothly but i had some type of mouse laggs, where i couldnt click for some time when there was going on much on the screen. When 3.0 launched, i was surpries everything worken super smooth for like the first month or so. Now to the problem. ever since, i have huge spikes when entering a new area, and random spikes every now and then in the game which surprises me, cause the game did not used to do that for me before. i upgraded my gpu once ever since, currently on a 2GB AMD Radeon 7770 had an old and way worse card back then and did not give me this type of problems. my CPU is not great but i think that it cant be the problem as i easily match the min specs of cpu requirements. tried so many things, nothing worked. realized today that i had everything on low settings since 3.0 launch. changed everything to max, same result, 30-40 fps sometmes and huge spikes on new areas and stuff. and one more thing, i once changed back to direct x9 in the settings, game ran 60fps but i had those huge mouse laggs again, which in my oppinion are even worse than spikes. anybody who knows how to fix or any usefull information ? thanks guys.
