Why Does EVGA's "Power Meter" Webpage Recommend PSUs *Under* A System's Maximum Wattage?

Let's create a make believe scenario; If I go to that site, and tell EVGA that I'm building a system that has 4 GTX 1080s, a 7700k, a Z270 mobo with 1 SSD + 1 HDD and no overclocking selected, it recommends us a 1000W power supply.

From nVidia's website:

"GTX 1080 Minimum Requirements:

Recommended System Power: 500W
Graphics Card Power: 180W"

500+180+180+180 = 1040W
