Luminous engrams/ powerful engrams from secondary character

I made a hunter leveled it to 265 started opening luminous/powerful engrams until it was around 272ish. Started a new hunter, leveled it to 20, beat the campaign and opened luminous/powerful engrams from that character to transfer to my main hunter. Thing is, when I opened them they weren't higher than my current power level. Out of three, I got 2 267's and 1 272. Am I just stupid, doing something wrong? Any explanation or clarification on how getting luminous/powerful engrams on a second character and transferring it to another works? Thanks.
