Am I supposed to have the LaserKraftWerk by now?

Hi,

I last saved in the position where Terror-Billy finds himself at his old home. I haven't found the LaserKraftWerk weapon yet, but I just now saw a streamer use it as early as the first mission in Section F. Have I somehow missed the weapon? The other possibility of course is the streamer using a pre-release build with some extra perks thrown in to show off the game.
