Is the "Empire Building Starter Pack" going to be avalible AFTER the Halloween sales?

I am asking, because I couldn't buy it during this sale, I could get vanilla EU4, but I didnt think it would be good enough(I bought Mount and Blade: Warband with all DLC instead).
