Can you collect cards if you drop below lvl X?

I just made PVP rank 15, and unlocked some new cards. ‘t was a real grind :(

Now I’m afraid to play more PVP, because maybe I drop below 15.

Now is my question: If I drop below 15, can I still find the unlocked cards for that level in the boosters? Or can’t you drop below 15?
