[UK] RSGB/OFCOM callsign process - usually so slow?

Coming up to two weeks now since I passed Foundation. Was given a candidate number there and then which I have been checking to validate and apply for my license/choose call sign no avail. Yesterday received pass certificate inviting me to log in and choose my callsign.. candidate number is different and still unable to validate to move on to choose callsign. Called RSGB yesterday but only voicemail available.

Is this the norm? I mean yeah, I'll call on Monday and probably get it sorted but shouldn't my deets be on the website if I have a cert and a letter inviting me to visit the URL and get up and running?
