How to give feedback?

I’m often asked to give feedback on interpreters (to the hiring agency). Is there a rubric somewhere that I can use so that my feedback remains as objective as possible? I’m not highly educated on the (many) aspects of interpreting but I know more about ASL linguistics and interpreting than the average customer.
