PSN Download Speed Still Limited to 100 Kb/s!? 200 MB Patch 28/10 (Epic please explain why)

Ever since release me and every single friend of mine had absurdly low download speed at each update. I read an Epic Games response some time ago that this is a Sony issue but haven't seen more information regarding this issue.

What is going on? Why is it limited?
