Can't seem to find Djikstra

I'm doing "Brothers in Arms: Novigrad." and one of the objectives is to talk to Djikstra. Problem is, he's not in the bath house, and the marker on the map doesn't help as there's no dotted line to follow. Anyone know where he is? And how to reach him?
