Gun skins in regular bundles only applying to a specific weapon

Why do gun skins for regular operator bundles only have a skin for one gun and not all guns instead of making it like the elite bundles where the skin is available to all guns that operator can use? I know it isnt a big issue and makes guns more unique but it's kind of annoying not being able to put a bundle skin on your favourite weapon or sidearm for that operator.
