I just ran into a huge surrender bug and I'm stuck in an ended game for 15 mins now, not getting promoted after the win.

I just played a flex game, I already had 1 promo won to D3. I started a surrender vote at 20:22 when our toplaner was disconnected, but right when he reconnected someone else could start another surrender vote but we couldn't see the votes: https://i.imgur.com/IS5N8df.jpg

3 mins later the enemy team surrendered and we won the game. I had to wait a lot for end game screen so I just skipped waiting for stats, saw the won match on my profile, but despite winning 2 promo games I was still D4 100LP. I restarted the client and now it forces me to reconnect into the nonexisting game (which I obviously can't do): https://i.imgur.com/VWVjQn3.png

I restarted the client several times and I'm still stuck in the reconnect screen after 15 mins.
