What is best value SSD drive for dell T20 for use with ESXi 6.5?

I would like to install the best value SSD drive for my Dell T20 to host VMs in ESXi.

I haven't looked at SSDs in years, so please forgive my limited knowledge.

I was looking at the Samsung SSD 960 EVO 250GB. It's my understanding that it's a PCI Express 3.0 x4

Based on the manual for my Dell T20, I understand that slot 1 supports Generation 2 and 3 PCIe expansion cards and has Processor connection and full height, half Length, x16 link width and slot width

1. Can someone please confirm that it will run at it's max speed?

2. Is this the best value drive to purchase today?
