Is 'manipulation' worth it?

Hello,

I am on a cabalist focused on skeletons, crow, hellhound, blightfiend, and wraith. Buffed up mutual auras and all. Is it worth it to push the occultist mastery to 50 just for this skill?

Call of the dead and master of death seem to scale better. Is the total speed boost really that big of a deal?
