Am I matchmaking incorrectly?

At the risk of sounding like I'm just moaning, I'm having more often than not laggy games.

When I feel I should have won a gun fight (say 10/13 times a bad game). When checking the opposition player thier ping is fucking wild, like 120 upwards. While mine is at 23?

So, the question is. Has this game lost players and now I'm in iffy connection matches or am I doing something wrong when matchmaking. I just go to conquest and all maps -_-
