Tower Block Lease Holder Compensation for Decline in Property Value & Quality of Life?

I bought my flat in a tower block maybe 25 years ago, when it wa a nice area and a nice building. Since then, the building has been designated social housing and is now run by Bedford Pilgrim Housing Assocaiton. They routinely accept tenanta who are drug addicts and dealers, and/or who are otherwise antisocial. Loud music, fly tipping, late night/early morning disruptions etc. And more recently children and dogs are also admitted. Not a problem in themselves but a nightmare when those creatures are "manged" by idiots. My annual service charge has tripled for reasons the association cannot justify whilst service quality and building maintenance decline, and the property value is far lower than it used to be.

My neighbour defecates in the communal corridor, and and the lifts and has done so for more than a year.

My question is - is there a safe, affordable way to pursue them for compensation. My direct appeals to them are a waste of energy.

Any thoughts appreciated.
