New Screen advice?

As of now I own some odd AOC 1366x768 18,5 with vga port. It have some odd things going on, at the bottom there are some grayish "spots" the text at times appear red not entire rows but just some parts of it (not always). Now I don't have some ultra budget or want anything mad just 1080p, hdmi support, low ms max 5, IPS type of display min 21,5 size. budget is little less than 156$. I live in central Europe so keep that in mind. Give me some suggestions. Please let me know is anything else of options is needed for decent gaming monitor
