Weird shit?

Im from aus and yes our net is shit but fuck me everyones ping is blinking red. I tether my 4g but it creates this weird micro lag where i cant seem to parry anything and sometimes i cant even guard break ppl. Im right next to them but it still doesnt work.

Anyone else have weird shit happening to them recently? Also do cheats exist on ps4? I keep vsing ppl who seem to 'micro lag' out of gbs and their attcks seem unparryable.
