Dealing with terrible neighbors

Renting a place in Brooklyn in a 4-story building with 7 units total, including mine. I live on the ground floor and there are no other units on my floor. From the front entrance, there is a long hallway beneath the stairs that dead-ends near my front door.

2nd Floor residents use the first floor entryway and hallway as a parking spot, a playground, a place to throw their trash, and store bikes strollers and carts.

On a typical day the 2nd FL tenants will...

Leave trash in the hallways, stairs and other common areas. Every day when I come home from work and walk to my front door, I step over empty soda cans, half-eaten candy, chips, food wrappers, pizza crusts, paper plates & napkins, etc.

Prop the building door open with other resident's mail so that anyone can come and go without a key.

On the rare occasion that the door is locked, their kids will bang and kick the door for upwards to an hour until someone comes downstairs to let them in. None of the kids have keys (and there are at least 8 kids and 5 adults living in the apartment).

Chain a large motorized scooter in first-floor hallway, partially blocking my only exit from my apartment. As I mentioned, my apartment is the only one on the first floor. They live on the second floor.

Leave bikes, strollers, carts and various items in front hallway.

Make the entire first floor into a personal playground. Their kids run up and down the stairs and the hallway that leads to my front door, screaming, yelling and chasing each other around. This usually happens from the time they get home from school (around 3pm) until about 11 at night. They often run down the long hallway that leads to my front door and throw themselves into the wall or the door as they chase each other.

I've spoken to the landlord about this since I moved in this past September. Each time, he will speak to them and promise me that things will improve, but they never do. I like my landlord and don't want to strain our relationship or cause him any further headaches, which is why I've avoided calling 311. But at this point, I'm not sure what other options I have.

The neighbor has told me that he doesn't want to park his scooter outside because he's afraid it might get stolen, but he refuses to pay for a dedicated parking spot or store it elsewhere. It probably sounds like bullshit to make this a fire safety issue, but the bike is blocking so much of the hallway that if the building were to catch fire on another floor and start to collapse near the stairs, there's no doubt that I would be immediately trapped.

Here's what I know:

They are undocumented and speak little English.

They are running a business out of their apartment, cooking food to sell on the street near train stops.

They owe upwards to $800 on their gas bill and National Grid has threatened to remove their meter.

There are at least 8 children and 5 adults sharing a two-bedroom apartment.

The kids seem to be neglected. They are always outside, barefoot and underdressed in freezing temps at all hours of the night.

Before I moved in, they had a key to the unfinished basement and were letting friends and relatives live there illegally, until the landlord changed the locks.

So please reddit, help me. What are my options? It's obvious they don't give a shit about trashing the building or being considerate neighbors. Is it possible to get them kicked out? Or should I just cut my losses and move? I've already tried talking to them several times and filing complaints with my landlord, but nothing has changed. I'm at the end of my rope and I'm only 4 months into a year lease.
