That by providing food, water, and electricity to the slums they have created (and by at least trying to avoid more war crimes) they might convince people that they aren't so evil.

What do Palestinians do when faced with an apartheid government that recruits radical and violent Jews from Moscow and New York to build apartheid settlements on their land, backed up by state terror, extrajudicial killings, kidnappings, wanton destruction of property, theft of resources, economic strangulation, and construction of a vast colonial infrastructure in violation international law and all norms of state conduct?

Just tell them that if the Israelis can hold out for another 50 years or so, they'll be home free, and nobody will argue with their claim to the land.
