I've been here since 80 and no, I can't remember it ever being this cold. I did spend a few years away in the early 90s and remember folks in Richmond telling me the river had frozen over and not quite believing it but I guess it does happen!
Back in the day that structure rented ice skates and sold hot chocolate every winter.
