The Start of Phase 3
This is after the various power struggles/big happenings (Paracelsus and JB). Feel free to skip to the bold part to see if you're interested. If you are, then go read the above stuff.
With a concrete set up in Ashton with income, operations and even some legitimate businesses being untouched by any illegal activities; it was time to move on to step three. With a temporary silence in the powder keg known as Ashton, Vice took the time to begin working on his series of plans. With his ever growing intel team, he'd have them dig and search for any and all information on Parahumans. Rumors, stories, pictures anything with a remote degree of reality to it would be cataloged and documented as best as they could. This would presumably reveal a series of unaffiliated villains, vigilantes or mercenaries of interest. To avoid any risk to themselves, liaison through liaison through liaison would be used on top of expendable messengers.
Various Parahuman may find themselves contacted in one way or the other. Either through the Bulletin poster mentioning something about forming a morally sound villain or vigilante group or from a seemingly average Joe stopping by to hand an invitation for discussion through another liaison. It'd be short and sweet. They were looking for villains with some moral grounds to fund and potentially hire them 'for something'. But before that would happen, they'd have to go through a series of tryouts...

Important Bit:
To cut to it, I think we rely too much on NPC gangs and don't have any good PC gangs or territory being held by anyone active. With so many new players and new things showing up; I think now it'd be a good time to try and encourage and incentivize Worm-ish gangs/organizations (aka less murder hobo-y and less truly horrible things).
Part of Vice's plan down the line has been to try and organize a few Parahumans to lead multiple gangs. He'd then fund them and assist them with stuff like getting set up, giving them and their group jobs or goals, laundering money and finding ways of income at the cost of being 'heavily advised' to follow certain 'nudges' and 'pushes' in certain directions or methods of operating.

Posting below does agree that through some way or the other, they contacted a liaison or someone from the intel department found them and got them in contact with someone.
If your character wants to try to put themselves out there for 'tryouts' or being hired for a leadership-esque role, follow this format to generally summarize approximately what happened or what information they gave. This is intended for players who intend to be active to some degree in the sub. If you want to form up a group beforehand and approach this, that's fine too.

Name: Whatever name or alias they gave, wrote down and submitted or whatever.

Mentality: Through tiny interviews, first contact and a series of questions; what's the general mentality that could be discerned or how they acted? They would try and figure out about general morality and even ask about their morals on various things.

Power: What they'd state their power is or inform the people.

Affiliations: Any affiliations or people they want to include with. Point of this is to figure out where the person stands and what people Vice and co should help out/deal with. Can be good or bad, don't need to list everything. Just stuff of importance.

Goals and Aspirations: An odd question but one that'd be sold fairly well. The character(s) in question would be asked what their intentions are of things. Are they just looking for money? Trying to make ends meet? Find a better life? Make a difference in this kind of way? Hurt bad people? Hurt good people? So on and so forth.
