How do I access the Hidden Harbor?

(Ignore the triple FPS counter in the top left, that's the optimal way to play if you've fucked your settings up and are too lazy to change it)

I've cleared the area and provided power already, but I don't have an option to go there. Are there any other steps to take before I can access the area?
