Assistance With The Best Possible Config Ever

I am a person who doesn't care about graphics what so ever. If I could make this game look like Battlefield Heroes, I would. First and foremost I care about visibility and color quality. I want to see them off in the distance clearly, before they see me, if possible. Second, and this shouldn't come at any kind of sacrifice what so ever to the clarity that I want, is FPS. I want a solid 200 fps at all times if possible. Why? Just because I can. This isn't a thread about the human eye cannot see... yadda yadda yadda. Please have a look at my PROFSAVE_profile, PROFSAVE_profile_synced and custom user.cfg. Please give me any pointers in which you think that might help and why. Thanks!
