Best place to buy shisha/hookah tobacco that give best shipping prices to UK?

I've bought from HJ before and went well, managed to avoid import taxes and got a decent shipping price. But others like hookah-shisha seem to have a set delivery charge no matter what you buy, $60 shipping for 250g tangiers.

HJ does it well, you order first and then they email you after looking at your order and then give you a custom shipping charge which I think is fair, but theyre not stocking the flavours I want atm.

Just throwing this questions out there to anyone who has bought from the US (or anywhere else) and how much success they had. Thanks!
