CID bug still happening a year later?

I am in chapter 4 and just gave cid the dynamo for the bio blaster +. I did multiple quests, slept, and he still acts like he’s working on it. What gives I thought they fixed this? Do I have to wait until he moves to the cape later to get my bioblaster back?
