[Vent] Family member is circumventing weight limit by claiming ESD

My mom's housing situation has changed due to a recent life change. Where she is now living, she won't be able to keep one of her 2 GSDs. (The other is an outside dog, so it will be staying with her.)

My sister offered to take him and my mom agreed only if sister's boyfriend was okay with it too. He has apparently always wanted a GSD, so he's stoked. Here's the issue though. They live in a trailer park that has a weight limit of 20lbs. She asked if exceptions were ever made and the park told her only for ESDs and SDs. She scheduled an appointment to try to get a doc note. Obviously, I don't know her mental health intimately, but it just feels like this is an abuse of the system. I know that it's not my circus, so I'm staying out of it. I just needed to vent about it, so thanks for reading.
