Wouldn't KMS tier lists be completely inaccurate in GMS because of AS?

Afaik, KMS cannot break the attackspeed cap, while in GMS the green MPE potion allows you to do so. If the game is balanced around KMS, wouldn't classes that utitlize AS (xenon, buccaneer) be stronger than classes that use hurricane skills in most scenarios?
