Did Ted's mum miss his wedding?

I feel like either the show left something unspoken, or I missed a clue or hint somewhere.
When telling the "lamp breaking" story in season nine to the mother, Ted breaks down when she says what kind of mother would miss her own daughters wedding. Anyone know, or able to speculate on why and what the story behind this is?
