Are american cops really that bad?

I hear all these american hiphop artists rap about how bad the popo is. That they're racist and squeeze em full of lead just cause they're black. But I live in the netherlands and I smoke weed in the park like right next to the police station all the time and if they see me, they just don't give a damn. Sooo... are they really that bad over there?
