I am *really* ignorant of vaporwave and have a pretty stupid question...

On tracks which sample vocals I notice that there's always this tendency to lower the pitch and drag out the vocals so it sounds like someone's batteries are dying.

Is this a key feature of vaporwave or just something that some artists do (and I've just been stumbling across this specific trend in vaporwave)?
