[Colorado] Calls being recorded without consent?

Hi everyone -

I have an employer who conducts all of his calls of off his mobile phone. He is from New York, but now lives in Colorado, so he still has a NY number.

He has an app on his phone that lets him record all inbound and outbound calls he receives, and he does not let callers know this information.

To my knowledge, it is illegal in Colorado to record phone calls without consent, is this still the case even though he uses a NY number?
