Is there an Species Config that gives immortal leaders, but also factions?

I've played through the game as a robotic hivemind, and loved it because I didn't have to deal with the micromanagment of constantly hiring new scientists, governors, etc. But I also like having to manage factions and my society.

Is there combination that would allow both?
