Anyone else having issues with the dealer appearing?

Not kidding here but the dealer hasn’t appeared for me in over 72hours either randomly or via the radio? It’s pissing me off as it’s the last quest I need for raiders and begrudge declining now I’ve finished the other four.

I need to do all three deals but not one spawn in days only had one spawn since updating to 1.7.9 iOS so bug central was wondering if this is another one or?
