Describe your problem. List any error messages and symptoms. Be descriptive.

My new CPU (Intel Core I7 4790K) gets hot way too easily. During the IntelBurn test it easily reached 100 degree celcius (=212 fahrenheit). During gaming it also reaches around 80 degrees celcius (=176 fahrenheit). Idle it's around 40 degrees celcius (=104 fahrenheit). The temperatures were taken with HW Monitor and MSI Afterburner

List anything you've done in attempt to diagnose or fix the problem.

I pressed on the radiator a few times while the computer was operational, this did not influence anything.

Provide any additional details you wish below.

-The fans don't seem to respond to the overheating at all, they keep spinning around 500 RPM, and the radiator doesn't really get hot.

-This is the first time I installed a processor and the scythe cooler. I wiped off the old thermal paste with just a piece of toilet paper and applied some new paste according to the spread method. Pushing on the radiator while the computer is operational doesn't seem to influence anything

-Another thing, the temperatures of the CPU are kinda jumpy, with which I mean that the temperature can change with 5-10 degrees celcius within a few seconds. Seems very jumpy compared to a GPU's temperature but maybe that's normal?

Any tips on how to fix this? I'd say I applied the paste wrong and/or made a mistake with installing the cooler. Then again, why don't the fans respond to the temperature increase? They ARE operatonal, just doing the bare minimum.
