How is auto-targeting still not a toggleable option?

I don't know how many threads there has been on this over the years, but regardless of that there has still never been a response to it (as far as I'm aware).

If you don't know what auto-targeting is, it's what happens when you use a skill while your cursor is on top of an enemy. Say you're facing a boss, you hover over it and start holding Tornado Shot. You're shooting directly on him, even if you move your mouse behind him. This is an issue with skills like TS, where aiming directly behind or in front of an enemy is more efficient (because of the projectiles).

You may or may not believe that this is a big deal, but I don't see a reason why this isn't an option you can turn off. Feel free to chime in if I'm missing something.
