Serious question regarding generated hours for a department.

If you look at the TMAT for a week, will that give you an accurate number of hours that were generated for that dept? This came up the other week when I counted 9 open full shifts for my dept for the week and my ASM told me that did not accurately reflect how many hours were generated (obviously adding in the shifts that were filled also). In fact she said I was nearly fully staffed.
