Empire map lag

Has this issue ever been officially addressed? I looked around and many have had this problem with different TW games. I saw this fix but I am pretty sure it does not apply to Empire, as one of the lines in the preferences .txt that it tells you to change does not exist in Empire.

Then theres this fix which I do not understand as I do not understand how to fix CPU affinity.

I have an intel 8400 coffee lake processor, an Asus 1080 gpu, and 16 GB RAM. I have seen people offer a variety of answers on forums as to what causes this but it seems that nobody really knows.
