Does anyone job searching understand why Hiring Managers sound sooooo desperate, yet turn around and act so cold after you have jumped through all their mazes and hoops?

The ad is written as though they needed somebody yesterday. The CEO replies to me on LinkedIn..lets talk on the phone. We talk for an hour. He admittedly knows very little about the area of my job. I go to his office the next day...try to make the best of chaotic situation (At his office) Asks my input on something but doesn't have the time to meet with me at the end of the interviews. I meet with someone who reports to the position The person who supervises the position was to busy to meet with me....then I emailed him the input he wanted, and he acted all cool ...like ok "some nice ideas" we will hopefully make a decision next week, and we will let you know. Seriously dude? Seriously, are you that hot and cold? I JUST WANT TO SCREAM.
