1999 Saab 9-5 2.3t Turbo Wagon with 63K miles. Do I believe it? Is it a good deal at $3900?

I've looked at most threads involving 1999 9-5s and related problems, but this one with 63K seems like I might be on the good side of the big ticket replacement items. Thoughts?
