[Question]Does rocketBootstrap still bootloop iphones6 on 10.3.1?

I heard that rocketBootstrap causes bootloops on 10.3.1 when removing or reinstalling. Does it still bootloop? And I'm also a bit confused is it a "Must restore/Update" bootloop or is it just a respringloop with a fix?
