5.5 Gallon Shrimp/Betta question

So my little sister is getting my 5.5 gallon I just cycled.

She is gonna put a Betta in it and we thought about adding shrimp so my main question is can Betta and shrimp be compatible and do shrimp need lives plants to thrive? Also is small gravel okay for shrimp?
