Anyone else running Perandus Zana mod and not running into Cadiro?

Was very excited to try Perandus this league, but I haven't seen him yet, and I've done over 30 Perandus maps. At first I thought it could be bad luck, but this is obviously not the 33% we're being promised here. I don't mind if it's lower, I just want clarification that it's not lower than 33% by some oversight. It's also possible that because I was running maps and unlocking the entire Atlas at the same time while running Perandus that something could possibly prevent Cadiro from spawning when unlocking new maps. I was also expecting a ton of "Cadibro" deal threads this league and haven't really seen any. Anyone else experience Perandus related problems?
