Issue with Message to Whiterun

Okay, so after you give the crown to Ulfric he's supposed to give you Ulfric's War Axe and Message to Whiterun starts, problem is, he doesn't have his axe on his inventory, instead he has an Ebony Battleaxe. So the quest never starts. I tried getting the ID for his axe, which is supposedly 00013983, but that gives me a regular Steel War Axe. Typing help "Ulfric's War Axe" on the console doesn't help either, because the only result isn't an item. setstage CW03 10 doesnt do anything either, the quest literally doesn't start. It doesn't matter how far back I go on my saves, he always has that Battleaxe without the quest axe to be seen. Did a mod remove it? The only mod that I can think of that changes Ulfric's items is the Stormlord armor one, despite that, even on a save made in a point where I didn't have that mod, he STILL doesn't have the axe.

Any ideas? I'm completely stuck here. That's the third time now in my "replaying Skyrim" run that I encounter a game ruining glitch.
