Blight spear question

Looking to improve on my build in any way. I feel like I have a lot of cdr with only like 800k sheet dmg. Maybe I am not using blight spear enough or is having 15-20s downtime on LOTD normal? And if so, what do I do when its down? Thank you for any gear tips or playstyle advice. I appreciate any help! :D

EDIT: I Do not know why but I do not have Toxin gem in my ring. I run BotT. I guess my profile bugged. I also run RoRG in cube
