Does the TokHaar-Kal-Mej have the same fire spell effect like the Fire Cape?

Do the "improved" fire cape have the same effect like the regular fire cape to increase fire spell damage? Specifically for the Kal-Mej. Cause if not, the damage increase from the fire cape should make it better in normal fire spell use. Especially to fire weak monsters. Since the (never wrong) wiki states: "When worn, the fire cape has a bonus effect that increases all damage dealt to ice strykewyrms by 40 and for fire spells it also doubles damage and adds an extra 200 damage per hit." However the Kel-Mej has no similar text other then being able to attack Ice Strykies.
