Balance and PTS

I need to rant about how Hi-rez use the PTS. I watch tons of streamers play PTS and have noticed how Hi-Rez use it, compared to how they should use it.

What i've seen is that Hi-Rez don't seem to actually balance after PTS is finished. Although they rarely do it in some cases, they to concentrate more on bug fixes and similar stuff.

Achilles is an example of this. As we all know Achilles was a tad bit strong when we started playing/fighting againt him, with multiple posts complaining on how strong and ridiculous he was. If that was the case from PTS, why not nerf him before he comes out? I've seen some gods have changes reverted before from PTS, but no straight up nerfs from it. (From what i've seen)

Why leave a god in such an annoying state and not so anything about it, leaving us with said ridiculous god for 2 weeks before finally having the nerf go through?

Don't know if there is some facts i have missed or if there is a reason that they don't do this anyway, but i seriously wanted to get this out of my system.
