What's with drop rarity in this game? Seems like everyone gets the same stuff.

Last game I got a purple scar. Killed 3 people, they all had scars. Then when I died at the last 5 people, they all had scars. I've seen this before. I get a blue AR, everyone else does. Is there something wrong with the algorithm ?
