Is it legal to sell designer new/preloved clothes on your own online store?

Hi! I m about set my own online store, and I would like to ask you guys, if it's legal to resell streetwear branded items e.g bape, supreme etc.. also I would like to know if i can sell "preloved" items, by that I mean vintage clothes from designers e.g tommy, ysl, ralph Because I'm not sure if i can set up an online website store and sell it up there, or do I need any permission from owners..?
